The target range will be 14-24% rathern than the 24-47% range set in 2017, following an independent review. There will be another review of the target in 2040, to ensure its aligns with science and key trading partners. As part of this announcement, there'll be no tax on agricultural methane emissions, a potential split gas target for all future climate change commitments, and better alignment with the Paris Agreement. Eighteen and 19-year-olds without children must pass a Parental Assistance Test to qualify from November 2026. The threshold will be set at just over $65,000. Social Development Minister Louise Upston told Tim Beveridge it's the same as the Supported Living Payment, and similar to the Student Allowance test. She says those on very low incomes below that would not be able to support these teenagers.
