Ukrainian and United States envoys will meet in Switzerland along with European security chiefs to discuss Washington鈥檚 plan for ending the war with Russia, officials said.
US President Donald Trump has given Ukraine less than a week to approve the plan to end the nearly four-year conflict, but Kyiv is seeking to amend a draft that accepts some of Moscow鈥檚 hardline demands.
Trump鈥檚 28-point plan would require the invaded country to cede territory, cut its Army, and pledge never to join Nato.
Ukraine鈥檚 European allies, who were not included in drafting the agreement, said the plan requires 鈥渁dditional work鈥 as they scrambled at the G20 summit in South Africa to come up with a counter-offer to beef up Kyiv鈥檚 positions.
Trump said that his plan to end the war was not his final offer, and that 鈥渙ne way or the other鈥, he hoped the fighting would stop.
When asked by reporters if it was his 鈥渇inal offer to Ukraine鈥, Trump replied: 鈥淣o鈥.
鈥淲e鈥檙e trying to get it ended. One way or the other, we have to get it ended,鈥 he said.
Trump said of Ukraine鈥檚 President Volodymyr Zelenskyy: 鈥淗e鈥檒l have to like it, and if he doesn鈥檛 like it, then you know, they should just keep fighting. At some point he鈥檚 going to have to accept something.鈥
A US official told AFP that US Secretary of State Marco Rubio and diplomatic envoy Steve Witkoff were scheduled to arrive in Geneva for the talks, and that US Army Secretary Daniel Driscoll had already arrived there after meeting Zelenskyy in Kyiv.
鈥淲e will have an informal pre-meeting tonight for dinner鈥 with Ukrainian delegates, the US official said.
Russian 鈥榬epresentatives鈥 expected
Zelenskyy said 鈥渃onsultations will take place with partners regarding the steps needed to end the war鈥, after issuing a decree naming Ukraine鈥檚 delegation for the talks, led by his top aide Andriy Yermak.
鈥淥ur representatives know how to defend Ukraine鈥檚 national interests and what is necessary to prevent Russia from launching a third invasion.鈥
Britain鈥檚 Prime Minister Keir Starmer said the senior officials would meet in Geneva 鈥渢o take things further forward鈥, stressing the importance of solid 鈥渟ecurity guarantees鈥 for Ukraine under any settlement.
鈥淭he focus very much now is on Geneva tomorrow and whether we can make progress tomorrow morning,鈥 he told the media on the sidelines of the G20 summit in Johannesburg.
Zelenskyy鈥檚 decree said the negotiations would include 鈥渞epresentatives of the Russian Federation鈥. There was no immediate confirmation from Russia whether it would join the talks.
Starmer said his national security adviser Jonathan Powell would be in Geneva on Sunday. Italian diplomatic sources said their country was sending the prime minister鈥檚 national security advisor Fabrizio Saggio. Security officials from France and Germany will also attend, sources at the G20 summit said.
West says plan needs more 鈥榳ork鈥
Western leaders at the G20 summit said that the US plan was 鈥渁 basis which will require additional work鈥.
鈥淲e are clear on the principle that borders must not be changed by force,鈥 the leaders of key European countries as well as Canada and Japan said in a joint statement.
鈥淲e are also concerned by the proposed limitations on Ukraine鈥檚 armed forces, which would leave Ukraine vulnerable to future attack.鈥
Zelensky said yesterday in an address to the nation that Ukraine faces one of the most challenging moments in its history, adding that he would propose 鈥渁lternatives鈥 to Trump鈥檚 proposal.
鈥淭he pressure on Ukraine is one of the hardest. Ukraine may face a very difficult choice: either the loss of dignity or the risk of losing a key partner,鈥 Zelenskyy said in his address, referring to a possible break with Washington.
Russian President Vladimir Putin said the blueprint could 鈥渓ay the foundation鈥 for a final peace settlement but threatened more land seizures if Ukraine walked away from negotiations.
Better equipped and larger in numbers, the Russian Army is slowly but steadily gaining ground across the lengthy front line.
Ukrainians are facing one of the toughest winters since the war began, after Moscow carried out a brutal bombing campaign against energy infrastructure.
French President Emmanuel Macron told reporters on the sidelines of the G20 that the 30 countries in the 鈥渃oalition of the willing鈥 supporting Kyiv would hold a video call on Tuesday local time after the Geneva talks.
