Hipkins taken 'by surprise' after questions over health policy suddenly appearing in media

Labour leader Chris Hipkins admits being taken 鈥渂y surprise鈥 by questions over a party health policy that suddenly appeared in media with no fanfare.

Dr Ayesha Verrall has written an opinion piece on a policy to create an independent authority to set 鈥渟ustainable prices鈥 for general practices. This was published by NZ Doctor on Tuesday afternoon.

When the Herald asked Hipkins why the party was pursuing this authority, the Labour leader responded: 鈥淎h, you are going to have to wait.鈥

鈥淚f you are interested in an announcement that we may or may not be making, you鈥檒l have to wait.鈥

Although Verrall had shared the information with a media publication, Hipkins said 鈥渁n announcement has not yet been made.鈥

鈥淲e have some health policy announcements to make shortly,鈥 he said.

Asked what Verrall was doing giving information to NZ Doctor, Hipkins said: 鈥淭he fact that I am not aware of it... We have health policy coming.鈥

鈥淭he policy work has been underway. Health policy announcements, you can expect to see shortly.鈥

Later, Hipkins held a press conference to address his apparent confusion earlier.

鈥淵ou caught me by surprise. I was expecting that health announcement to be tomorrow. But that was my timing that I had in the back of my head that was incorrect.鈥

He said the opinion piece had been given to NZ Doctor with the intent of it being published today and then Verrall speaking about it. But as Verrall was away sick today, she hadn鈥檛 been at Parliament to do so.

鈥淎yesha is not here today, which is probably one of the reasons why it wasn鈥檛 flagged up to me that it had gone out today. I had mentally locked that in for later in the week. It鈥檚 no big deal.鈥

He considered it a 鈥渞elatively minor issue鈥.

鈥淓very day there鈥檚 lots of things happening and I endeavour to be across of all of them. In this case, I was expecting this one to be later in the week.鈥

Hipkins also suggested most of the public won鈥檛 be interested in the party鈥檚 first health policy.

鈥淚t鈥檚 a reasonably small announcement obviously about an independent pricing mechanism that largely only GPs are going to be interested and most of the rest of the population won鈥檛 be particularly interested in it.鈥

He said New Zealanders would be interested in 鈥渢he fact that we are taking action to tackle the issues around unaffordable primary care鈥.

National鈥檚 senior MP Chris Bishop said it was 鈥渘aughty behaviour by Ayesha Verrall鈥 and if it occurred within his party, there would be a 鈥渟evere telling-off going on鈥.

鈥淚 don鈥檛 think they know what they are doing at the moment,鈥 he said before criticising the Labour policy announced yesterday.

Hipkins maintains that the opinion piece going to NZ Doctor was 鈥減art of the plan鈥.

鈥淚 just hadn鈥檛 clocked that it would be today.鈥

In her opinion piece, Dr Verrall said it was becoming 鈥渉arder and more expensive鈥 to visit a GP or nurse in New Zealanders鈥 local community.

鈥淎 GP specialist said to me recently, 鈥楳iddle New Zealanders can鈥檛 afford $70 to come back in a month for me to review their antihypertensives鈥. That is a real threat to many New Zealanders鈥 health today, and to the sustainability of our health system tomorrow.鈥

She said Labour was proposing 鈥渁n independent pricing system for general practice to provide transparent, evidence-based pricing for general practice contracts, independently of annual government negotiation鈥.

This would set 鈥渟ustainable prices based on data from practices on costs, staffing, patient need and service delivery, as well as sector-wide cost studies鈥.

鈥淭he authority would develop and maintain mechanisms for pricing innovative changes to service models. As services shift from hospital to community, funding should move with them.鈥
