Act MP Laura McClure鈥檚 Bill to criminalise sexually explicit 鈥渄eepfake鈥 images has been drawn from the biscuit tin.
The Deepfake Digital Harm and Exploitation Bill would amend existing laws to expand the definition of an 鈥渋ntimate visual recording鈥.
It would widen what a 鈥渞ecording鈥 is to include images or videos that are created, synthesised or altered to depict a person鈥檚 likeness in intimate contexts without their consent.
鈥淪ince I lodged my bill, I鈥檝e heard from victims who鈥檝e had their lives derailed by deepfake abuse,鈥 McClure said.
鈥淣etsafe says they receive complaints daily from people whose images have been weaponised to create sexually explicit deepfake abuse. Principals have told me it鈥檚 a rising problem at New Zealand鈥檚 schools.鈥

McClure said Parliament now had an opportunity to empower victims of deepfake abuse with a clear pathway towards the removal of the images and the prosecution of their abusers.
鈥淢y bill does not seek to ban a whole subset of technology or create a new regulatory regime. It is a simple tweak to existing laws to address a specific, well-defined and understood problem.
鈥淭he technology is advancing, and its use is expanding. We need to act now before the abuse of this technology is normalised.鈥
The bill will be read a first time at a later date.
